Abdullah Ocalan's capture in a dramatic CIA-assisted operation in Nairobi, Kenya on February 15, 1999 marked a turning point in the Kurdish struggle. Expelled from Syria under Turkish pressure in 1998, Ocalan was seized while leaving the Greek embassy in Nairobi and flown to Turkey, where he was sentenced to death (later commuted to life imprisonment when Turkey abolished the death penalty). Imprisoned on Imrali island, Ocalan underwent an ideological transformation, abandoning the PKK's original Marxist-Leninist goal of an independent Kurdish state in favor of "democratic confederalism" -- a model of grassroots direct democracy, gender equality, and multi-ethnic coexistence inspired by the writings of American libertarian municipalist Murray Bookchin. His capture sparked massive Kurdish protests worldwide, with Kurdish communities in Europe demonstrating in dozens of cities. The PKK declared a unilateral ceasefire that lasted from 1999 to 2004.
